The Balangays set sail to China: Commemorating a journey of peace made

Challenge

Rising geopolitical tensions over the West Philippine Sea had largely erased centuries of historical trade and cultural exchange between the Philippines and China from public consciousness. Furthermore, national awareness of early Filipino maritime achievements—such as the ancient Balangay discoveries in Butuan—had faded among younger generations. The 600th anniversary of Sultan Paduka Batara’s 1417 royal voyage to China presented a rare opportunity to reawaken this seafaring identity and reframe the sea as a historic bridge of peace.

Solution

Expedition leader Art Valdez and Team Balangay set sail across the West Philippine Sea to Xiamen, China, aboard three hand-built balangay replicas to retrace the Sultan’s historical route. Conceived as an act of non-traditional cultural diplomacy, the voyage required complex international clearances, vessel retrofitting, and close coordination with maritime authorities. Grupo Agatep directed the global communications strategy, managing the Manila launch and sustaining real-time media coverage through the fleet’s arrival and formal reception in China.

Results

The expedition completed a 2,000-kilometer round-trip journey, earning widespread international coverage across major global networks, broadsheets, and wire services. The media push generated substantial multi-billion peso advertising and media value while renewing national pride in the Philippines’ maritime legacy. Ultimately, the voyage successfully shifted public narrative, demonstrating that the sea was historically a shared space of trade, connection, and mutual respect.
